The Sacramento County Department of Waste Management and Recycling is responsible for maintaining a waste management system for residents and businesses in the unincorporated area of Sacramento County. This includes:
- Garbage, mixed recycling, green waste collection and Neighborhood Cleanup
services for single-family and duplex homes. Unincorporated area residents
who live in single-family and duplex homes north of Calvine Road receive
service provided by the Department of Waste Management and Recycling
using County employees and equipment. Residents south of Calvine Road
receive service from Central Valley Waste, a private waste hauling firm,
under the terms of a contract with Sacramento County.
- Operation of Kiefer Landfill and the North Area Recovery Station. These full
service facilities provide waste disposal and recycling drop-off locations for
residents and businesses. The North Area Recovery Station also has a
permanent household hazardous waste drop-off facility.
- Staffing for the Sacramento Regional Solid Waste Authority, which regulates
waste collection and recycling services for businesses and apartment

The City of Citrus Heights is responsible for maintaining a waste management system for residents and businesses. This includes:

Multi-family complexes with 5 units and above and businesses can use the City services or arrange for garbage collection with a private waste hauling firm.
