Please note that these agencies​ are not under LAFCo jurisdiction. 

The Sacramento County Stormwater Utility, governed by the Board of Supervisors, was established on July 1, 1995, by transferring Zone 12 activities and approximately two thirds of Zone 13 activities to form the new entity. The Utility provides storm drainage and flood control management services for the urban and urbanizing portions of the unincorporated area of Sacramento County and within the incorporating cities. These services include maintenance and operation of the channel system (including streams and associated floodplain areas); maintenance and operation of the drainage pipe systems; investigation of drainage system design problems and formulation and construction of projects to alleviate the problems; development and implementation of programs to reduce the discharge of pollutants from urban runoff to local receiving waters; and development of long range drainage master plans coordinated with planning efforts for new development areas, as well as regional flood control projects and remedial flood control projects in the developed areas of the county. 

The Sacramento County Water Agency is authorized to perform drainage, water supply and flood control (Water Code Uncodified Act, Section 6730a). Zone 11 of the Sacramento County Water Agency was created in April 1965, to provide a system of drainage facilities within the Water Agency boundaries. Subsequently, Zones 11A, 11B and 11C were formed on March 3, 1995, in effect splitting the existing Zone 11 boundaries into three major watershed areas: Zone 11A, Morrison Creek stream group watershed; Zone 11B, American River tributaries and Arden/Arcade watersheds; and Zone 11C, Dry Creek and tributaries. Zones 11A, 11B and 11C provide a more equitable distribution of drainage costs to all properties that create storm water runoff collection, transportation, and disposal problems; reduce the necessity of assessing property for drainage improvements in advance of development; and permit phased construction facilities to conform to master plans. The three zones are bounded approximately by the Placer County line on the north, Prairie City and Grant Line Roads on the east and south; Elk Grove Blvd. and Hood-Franklin Road on the south; and the Sacramento River, City of Sacramento, and East Levee Roads on the west. Zone 13 of the Sacramento County Water Agency was established in 1987 in order to perform studies related to water supply, drainage and flood control affecting all or part of the unincorporated areas of Sacramento and the City of Citrus Heights.
